MINUTES OF THE FOUR HUNDRED AND FORTY-EITHTH REGULAR MEETING
HELD AT THE MASONIC CENTRE, ALRESFORD ROAD, WINCHESTER
ON MONDAY, NOVEMBER 2, 2020.
As a result of the Coronavirus pandemic and the subsequent Government and UGLE Covid-19 restrictions, this meeting was conducted under the ‘Rule of 6’.
The ‘Opening Ode’ was not sung.
Item 1 on the Agenda: The Lodge was opened at 6:00 p.m. there were present the Principal Officers:
W. Bro. Tim Hadfield, Worshipful Master,
Bro. Darren Foy, acting Senior Warden,
Bro. Stuart Robinson, acting Junior Warden.
together with W. Bro. Sam Chapman (acting Secretary), Bro. Matt Wood (Master Elect), W. Bro. Andi Parker (DC & acting IG) and W. Bro. Mick Whitfield acting as Tyler outside the door.
Items 2 on the Agenda: The previously circulated Minutes of the 447 the Regular Meeting of the Lodge held on Monday, October 5th, 2020, were duly approved by the Brethren during a Lodge video conference business meeting held on Friday, October 30th, 2020, and duly confirmed and signed by the Worshipful Master. There were no matters arising.
Item 3 on the Agenda: The Fire Regulations & Safety Notice was addressed prior to the Lodge opening.
Item 4 on the Agenda: Bro. Treasurer had nothing to report. Bro. Secretary had nothing to report.
The City of Winchester Freemasons Club reports had previously been circulated to all Brethren, along with any report from Bro. Almoner and Bro. Charity Steward.
Due to Covid-19 restrictions, blanket apologies were recorded for all members unable to attend.
Item 5 on the Agenda: On behalf of Bro. Treasurer, Bro. acting Secretary stated that as the Lodge was in good financial health, there would be no increase in the 2021 subscriptions which would remain at £137.50, payable in advance on January 1st, 2021.
Item 6 on the Agenda: On behalf of Bro. Treasurer, Bro. Acting Secretary informed the meeting that one Brother, John Leslie Ball, was two years in arrears with his subscriptions. Due procedures had been carried out to resolve this issue to no avail. It was therefore proposed by. W. Bro. Sam Chapman and seconded by Bro. Tim Hadfield that with considerable regret, Rule 148 BoC and Lodge Bylaw Rule 6, would be invoked to ‘Exclude’ Bro. Ball with immediate effect. Bro. Secretary would formally write to Bro. Ball to inform him.
Entered Apprentices were requested to retire from the Lodge. There were none present.
The Lodge was opened in the Second Degree.
Item 7 on the Agenda: Installation of Bro. Matthew Anthony Wood as Worshipful Master of the Lodge.
Bro. Matthew Anthony Wood, Master Elect, was presented to the Worshipful Master and duly took the Solemn Obligation as Master Elect of the Lodge.
Fellowcrafts were requested to retire from the Lodge. There were none present.
The Lodge was opened in the Third Degree.
The Worshipful Master directed all Brethren below the rank of Installed Master to retire from the Lodge.
A Board of Installed Masters was declared open, 3 Installed Masters were present. The Master Elect was then duly installed into the Chair of King Solomon by W. Bro. Tim Hadfield.
The Board of Installed Masters was then declared closed.
On behalf of the Deputy Provincial Grand Master in charge, W. Bro. Andi Parker, standing in for our Visiting Officer, congratulated the newly installed Master on taking the Chair of King Solomon and wished him well during his year as Master of the Lodge, and, above all, to enjoy it.
Master Masons were re-admitted and the Worshipful Master was saluted, proclaimed and greeted in the Third Degree.
The Working Tools of a Master Mason were explained by W. Bro. Andi Parker.
The Lodge was resumed in the Second Degree. There were no Fellowcrafts to be readmitted.
The Worshipful Master was saluted, proclaimed and greeted in the Second Degree.
The Working Tools of a Fellowcraft Freemason were explained by W. Bro. Andi Parker.
The Lodge was resumed in the First Degree. There were no Entered Apprentices to be readmitted.
The Worshipful Master was saluted, proclaimed and greeted in the First Degree.

The Warrant of the Lodge, Book of Constitutions and By-laws of the Lodge were presented to the Worshipful Master by W. Bro. Tim Hadfield.
The Address to the Worshipful Master was presented by W. Bro. Andi Parker.
Item 8 on the Agenda: Appointment and Installation of Officers - The Worshipful Master appointed and invested the following Officers:

The Worshipful Master stated that although he had not appointed them as recognised officers of the Lodge, he wished to advise members that:
W. Bro. Philip Chapman is the Holy Royal Arch representative for the Lodge,
W. Bro. Mick Whitfield, Lodge Preceptor and
W. Bro. Ian Paddey is the Lodge representative on the City of Winchester Freemasons Club, adding members should speak to these Brethren should they wish to discuss matters under those responsibilities.
The Address to the Brethren was presented by Bro. Darren Foy.
Direction and control of the Lodge was passed from the Immediate Past Master, W. Bro. Tim Hadfield, to the newly Installed Master, W. Bro. Matt Wood, who presented W. Bro. Tim Hadfield a Past Master’s Jewel to commemorate his year in office. W. Bro. Tim Hadfield thanked the Worshipful Master and the Lodge members for their kindness and
generosity. W. Bro Tim Hadfield thanked the Lodge for a wonderful year and particularly to W. Bro Andy Rudge for the passing down of his past master jewel.
ITEM 9 on the Agenda: Propositions
First Rising: All communications from United Grand Lodge had been circulated electronically to members on email. As these are now only communicated electronically by United Grand Lodge, Bro. Secretary would provide a ‘hard copy’ on request to any member not on email.
Second Rising: All communications from Provincial Grand Lodge had been circulated electronically to members on email.
Third Rising: The Worshipful Master rose to thank those present during these very challenging times, as without them, the meeting would likely have been abandoned for being inquorate.
W. Bro Andi Parker thanked W. Bro Mick Whitfield for stepping in and acting as tyler for the evening at no notice. He also thanked on behalf of the lodge W. Bro Alan Smith for all he has done in trying to retain Bro. John Ball and also all he has done for the Lodge as his time as secretary.
Bro. Darren Foy thanked the lodge on behalf of himself and Sandra for last month’s donation to the Stroke Association. Sandra's late mother suffered a series of strokes last year from which she never recovered. The charity is a very worthy cause.
ITEM 10 on the Agenda: There being no further Masonic business, the Lodge was closed in peace and harmony at 19:08 p.m.
